This purports to be a London Borough of Waltham Forest 'quality environment' litter bin. But obviously a Council which was "positive about disabled people" would never allow a litter bin to be placed right in the middle of a dropped kerb, causing an obstruction and serious inconvenience to anyone in a wheelchair. So the Council is plainly blameless. There is no point in phoning the Town Hall, it's Dr Who we need. Urgently.
