This is the surface of the off-road cycle lane between Kitchener Road E17 and the Crooked Billet underpass. It's like this because a driver "lost control" on the slip-road off the North Circular, smashed through the railings, demolished a bollard, and ended up in somebody's front garden.
Naturally the damage done to the cycle lane is of absolutely no interest to anyone from the London Borough of Waltham Forest. Off-road cycle lanes are, as Chris Hutt would say, "off radar". Nobody from the Council ever goes near them.
