The filthy, blighted streets of Waltham Forest

I just wish the council would crack down on the annoying people who regularly dump rubbish sacks around cycle stands. Two slovenly outfits are responsible for this problem, which has been regularly recorded over four years on this blog. They even shamelessly identify themselves on their rubbish sacks:
