It’s a car supremacist world:

The two pedestrian tunnels constructed along the royal boulevard or Doebum lam, have turned into dumping grounds. The two tunnels, one near the Bhutan chamber of commerce and industry and the other near the swimming pool complex, were constructed to facilitate pedestrian traffic, especially students, across the boulevard, which is divided by huge concrete blocks. Today, however, the tunnels are filled with carcasses of dogs, household waste, empty liquor bottles, drug strips and used condoms.
